该标准是在SY/T 6199-1996 《钻井设施基础技术要求》的基础上修订而成的,由新疆石油管理局钻井公司起草，规定了石油和天然气钻井设施基础的分类与选型、使用范围、技术要求、材料、施工及验收，适用于陆上石油和天然气钻井作业的各类钻机基础的施工。
该标准与SY/T 6199-1996 相比，主要变化如下：
——增加了“基础的功能”的内容；
——增加了“基础的型式”、“基础的使用范围”的内容；
——将原标准第7章的内容进行了细化和调整；
——在“验收”一章中，列出了验收的主要内容；
——对部分材料的型号、强度代表值按目前执行的标准进行了更新。

SY/T 6199-2004 Drilling rig foundation specification
The standard is the revision of SY/T 6199-1996 Drilling rig foundation technical requirements, was drafted by the Drilling Company of Xin Jiang Petroleum Administration Bureau, specifies the classification, selection, application scope, technical requirements. Materials, construction, and inspection and acceptance of drilling rig foundation in oil and gas drilling, and is applicable for the construction of foundations of all kinds of land rigs in oil and natural gas drilling operations. Main changes made in this standard are as follows:
——the section “Foundation of rig foundation” is added;
——the sections “Type of rig foundation” and “Application of rig foundation” are added;
——the contents of section 7 of the previous edition is itemized;
——the main items of “Inspection and Acceptance” are listed in the section “Inspection and Acceptance”;
