该标准是在SY/T 5954-94《开钻前验收项目及要求》的基础上修订而成的，由江苏石油勘探局钻井处负责起草，规定了石油天然气钻井的井场布置与设备基础、设备安装、钻井工程准备、后勤供应、安全和环境保护等开钻前验收项目的内容和要求，适用于陆上石油天然气钻井的一开钻进前验收。

    该标准与SY/T 5954-94相比，主要变化如下：

    ——增加了防洪防汛、防火、防爆安全预案方面的要求；

    ——增加了钻井液池废弃物的现场处理、井场废弃物及生活垃圾的处理、井场噪音降消装置等方面的要求；

    ——增加了柴油机安装要求及电动钻机的安装要求。：

SY/T 5954-2004 Inspection items and requirements prior to spudding

The standard is revised on the base of standard SY/T 5954-94 Inspection Items & Specification Prior to Spudding, was drafted by Drilling Company of Jiangsu Oil Exploration Corporation, specifies the inspection items and requirements for oil and gas drilling, focusing on well-site layout, equipment foundation, and equipment installation; drilling operation preparation, logistics, safety and environment protection prior to spudding and is applicable to initial spud of onshore oil and gas well drilling operation.

Compared with SY/T 5954-94,  the main changes in this standard are as follows:
——Specifications of preliminary safety measures on prevention of flood, fire, explosion are added;
——Specifications on treatment of waste in drilling fluid pit, rubbish on well-site and camp, installation of noise-reducing device etc. are added;
——Installation specifications of diesel engines and electric rigs are added.
